University Secretary

The University Secretary is Andrew Boggs.  He oversees the effective management of university governance, legal matters, and regulatory compliance, and provides strategic advice to Council, the Chair of Council, the Executive Board, and the Vice-Chancellor and Principal.

Andrew has worked in the higher education sector and on university policy for over 25 years.  Before joining Royal Holloway in August 2023, he worked with Kingston, St Mary’s, and Oxford universities.  Before coming to the UK from Canada in 2008, Andrew was the Chief Executive of the Ontario Undergraduate Student Alliance, a Policy Advisor on higher education to the Government of Ontario – which included serving as the Government’s policy lead on the creation of the Northern Ontario School of Medicine - and was the first Research Director of the Higher Education Quality Council of Ontario.  Since moving to the UK he has worked with Universities UK, the Quality Assurance Agency for Higher Education, the Russell Group, and the Department for Education.

Andrew is a published scholar on higher education policy and history and is a regular contributor to Wonkhe and the Higher Education Policy Institute.  Andrew also serves as the sole independent Board member of sector representative body, Independent HE.
